{"id":502,"date":"2023-09-26T10:00:00","date_gmt":"2023-09-26T01:00:00","guid":{"rendered":"https:\/\/accept-int.org\/en\/?post_type=news&#038;p=502"},"modified":"2025-09-17T10:50:03","modified_gmt":"2025-09-17T01:50:03","slug":"announcement-publication-of-a-research-paper-on-youth-associated-with-non-state-armed-groups-yansag","status":"publish","type":"news","link":"https:\/\/accept-int.org\/en\/research-26\/09\/2023","title":{"rendered":"Announcement: Publication of a Research Paper on \u201cYouth Associated with Non-State Armed Groups\u201d (YANSAG)"},"content":{"rendered":"<div class=\"section-1\">\r\n<div class=\"l-container__narrow\">\r\n\r\n<div class=\"tab\">News<\/div>\r\n\r\n<div class=\"title\">Announcement: Publication of a Research Paper on \u201cYouth Associated with Non-State Armed Groups\u201d (YANSAG)<\/div>\r\n<div align=right><p>26th September 2023<\/p><\/div>\r\n<img decoding=\"async\" src=\"\/en\/wp-content\/uploads\/sites\/2\/2025\/09\/IMG_5516.jpeg\" alt=\"\"  \/>\r\n<p>\r\nThe Geneva Academy, a Swiss expert institution specializing in international human rights law and international humanitarian law, has published a policy paper written by our representative <strong>Yosuke Nagai<\/strong>, titled <em>\u201cYouth Associated with Non-State Armed Groups.\u201d<\/em> The summary is available on the Geneva Academy\u2019s official site, and the full paper (in English) is also published there. \r\n<br>\r\n<br>\r\nThe paper is based on interviews with about 120 young people who have been involved with armed groups in countries including <strong>Somalia, Yemen, South Sudan, and Colombia.<\/strong> It explains their vulnerabilities and specific needs.\r\n<br>\r\n<br>\r\nIt argues that although young people who are or have been involved with armed groups (so-called violent extremist organizations, etc.) are vulnerable, and are important actors in building peace, there is <em>no international framework<\/em> to protect them\u2014unlike children under 18. The paper calls for a re-examination of the complex issues they face and the importance of seeing them as peace-builders. \r\n<br>\r\n<br>\r\nIn 2021, we published the \u201cDeclaration of the Rights of Young People Involved in Terrorism or Armed Conflict.\u201d That declaration aims precisely to empower them and protect them under international norms. As of 2023, alongside our field activities, we are working in parallel to establish these issues as international norms; writing this policy paper is one part of that.\r\n<br>\r\n<br>\r\nWe will continue to work toward realizing a world without terrorism and armed conflict through a comprehensive approach.
